Your reply should be as follows:-
His Majesty's Government do not wish to express an
opinion as regards acceptance of cargo.
As regards passengers, ships would not
be blacklisted for carrying enemy subjects, but the right to arrest enemy subjects of military age
found on neutral ships on the high seas is claimed
by His Majesty's Government.
For your own information if large ship-
ments from listed firms are exported through the agency of the firm, any evidence of which should be
reported by you, the firm may ultimately be black-
listed.
